How to Renew or Reinstate a Teachers License in Utah

After 3 years, Level 1 License holders have to either upgrade to a Level 2 License or renew their Level 1 Licenses.

Renewing a Level 1 License

If candidates have not finished 3 years of teaching experience, they cannot upgrade to a Level 2 License and have to renew. To renew your Level 1 License, you have to show you’ve finished 100 points of PD. A complete list of PD activities can be found here.

Candidates for Level 1 License renewal have to complete a renewal application to be eligible. Candidates should list their PD activities and experience.

After completing the renewal application, candidates should submit it, and a $75 application fee, to the Utah State Office of Education at:

Upgrading to a Level 2 License

If Level 1 License holders have finished 3 years of teaching experience, they can upgrade to a Level 2 License. Candidates also complete Entry Years Enhancement (EYE) conditions to earn Level 2 Licenses.

The EYE program lets candidates create a professional portfolio that documents their achievements and experience as educators. These portfolios provide evidence of the growth and development of teaching strategies.

Additionally, candidates have to pass PRAXIS II – Principles of Learning and Teaching Tests in their desired content areas. Candidates can verify they meet all EYE conditions through the confirmation form.

Level 2 Licenses can be renewed once every 5 years indefinitely. Candidates have to show they have finished 200 hours of PD points to be eligible for renewal. A complete list of qualified development activities can be found here. When candidates meet all conditions for renewal, they should complete a renewal application.

Upgrading to a Level 3 License

Utah offers candidates a license level above Levels 1 and 2. If candidates have obtained a doctorate in education or licensure from the National Board of Professional Teaching Standards, they are eligible for a Level 3 License.

Candidates seeking a Level 3 License have to submit transcripts verifying the completion of a doctorate program in addition to a letter formally asking for an upgrade to a Level 3 License to the Utah State Office of Education at:

Candidates have to include a $75 processing fee in the form of a check.

Candidates whose licenses have lapsed can apply for a Return to Licensure.

Candidates have to complete a background check and ethics review and complete a PD plan outlining their plans to improve their professional abilities. Candidates should finish the application and mail it and a $65 application fee to:
