University transformation: the wrong research questions are being asked

“Transformation” is a word regularly in global higher education research. It normally implies deep change in knowledge and curriculum. It often entails questions about inclusion, identity, diversity, power, intellectual traditions and intellectual justice.

In South Africa, the word means something quite different in higher education. Its definition is rooted in the country’s apartheid history. The transition to democracy in 1994 gave impetus to transform the higher education system into one that was open, relevant and non-discriminatory.

The problem is that transformation is often loosely defined. There’s no clear consensus about its scope and aims. This lack of clarity means that research in South Africa about a wide variety of themes under the umbrella term of “transformation” may not actually be asking the right questions.

And asking the wrong questions means getting the wrong and irrelevant answers. It also sets back policy changes. Eventually this may discourage much needed transformation in higher education.

To understand what questions are and are not being asked, two of my colleagues and I analysed 1050 articles published in the South African Journal of Higher Education between 2005 and 2015.

We found four main patterns in how authors engaged with issues of transformation. We also identified a few shortcomings in their engagements. If these are addressed, it could help ensure that this crucial topic is properly understood. This can then be translated into solid, realistic policy and changes.

Research trends in South Africa

Only 30 of the 1050 articles we examined used the words “transformation”, “transformative” or “transforming” in their titles. We then analysed the 30 in more depth. Four quite distinct approaches to understanding transformation emerged.

These were transformation through curriculum; transformation through structures; transformation through redressing equity; and transformation through access.

1. Transformation through curriculum

Twelve articles positioned transformation in the higher education curriculum. They suggested that transformation takes place through what is taught and how it is taught, how results are measured and, for instance, how technology is integrated into teaching.

The articles in this pattern also presented a curriculum as something that’s flexible and constantly evolving. The authors explored the ways that professional development and student feedback could be used to test, critique and apply curricular reforms.

Some of the articles in this pattern presented teacher education as a space in which to start transforming the curriculum.

2. Transformation through structures

Nine articles related transformation to structures in higher education. There were three key aspects in these articles: ideas, practices and the role of structure in nation building; broader national trends such as higher education policy evaluation and reform; and the structures within institutions that influence transformation.

These structures include institutional culture underpinned by hegemonic forces that shape institutional transformation. That is: university education with whom, by whom and for whom. The research in this pattern explored how an institution’s leaders can emerge as sceptics or advocates for transformation. It also looked at transformation emanating from the institutional mergers of the mid 2000s.

3. Transformation through redressing equity

Six of the articles viewed transformation as redressing equity in higher education. In a post-apartheid South African context the expectation – as outlined in the Education White Paper of 1997 – is that

the higher education system must be transformed to redress past inequalities, to serve a new social order, to meet pressing national needs … to overcome the fragmentation, inequality and inefficiency which are the legacy of the past.

These articles viewed equity redress as being embedded in race, gender and class. They took the view that once universities open up access across class, race and gender – for students and staff – they’re on the road to transformation. These researchers referred specifically to the inclusion and exclusion of academic staff within institutions, including through recruitment policies.

So transformation was viewed as occurring through employment equity, the reconfiguration of power structures and alternative ways of conceptualising an institution’s staff diversity profiles.

4. Transformation through access

Three of the articles argued that access is a prerequisite for successful transformation in higher education. These articles contended that access was shaped by contextual and personal forces. In these arguments, specific reference was made to the access of black women academics. The articles also discussed the access to tertiary education of underprepared students.

These students struggled with language barriers or literacy challenges. They often battled to read and write in the language of instruction.

Shortcomings in research

These national research trends give close attention to the structural and ideological dimensions that shape transformation. This focus echoes the issues articulated in national policy.

The research trends we uncovered address some crucial aspects of transformation. But they fall short in three critical ways: internationalisation, interdisciplinary contributions and embracing transformation’s inherent complexity.

In higher education, internationalisation refers to universities crossing borders to attain certain academic, economic, political and cultural aims. It is the process of integrating an international and intercultural dimension into the core activities of higher education – teaching, learning, research and community engagement.

Internationalisation is necessary to broaden the discourse around transformation.

It’s also crucial that research in higher education should look beyond the education discipline alone. It needs to include input from other disciplines. The value of interdisciplinary research and education is that it increases competitiveness: knowledge creation and innovation frequently occur at the interface of disciplines. It also helps to ensure better educational programmes, which then improves students’ ability to work in a problem-oriented way.

Finally, embracing the complexity of transformation – understanding it as as a fluid open-ended construct rather than a static notion that is only focused on demographic changes – would help to bring about profound changes in the higher education domain.

If these approaches are given more attention in future research, South Africa’s policies can be greatly improved. This could make transformation in higher education tangible rather than just a pipe dream.

Teacher Prep and Better Resources: How to Reach Urban Students

Students in urban schools tend to have stereotypes attached to them. Rather than see these students as individual learners, many urban kids and their schools are often thrown into the “lost cause” category. Problems like deteriorating buildings and overcrowding often become too overwhelming for reformers. As always, before we can implement change, we need to fully understand the problem.

Not one-note students

In a 2009 article in the Harvard Political Review, writers Tiffany Wen and Jyoti Jasrasaria discuss the “myths of urban education.” The article points out that many people are quick to label urban schools as lost causes without actually investigating individual issues or how they can be resolved. Issues such as overcrowding, poor discipline practices and budget cuts are continually pervasive in urban schools.

Studies have found a correlation between overcrowding and lower math and reading scores. Teachers also cite overcrowding as a definite contributor to student behavior problems. Too many kids in classrooms means too little individual instruction. It also means that academic time is spent dealing with issues that distract from education. Overcrowding is only one problem that contributes to urban student disadvantages but one that deserves the spotlight.

Too quick to remove students?

Removal from school as a disciplinary measure, while potentially the easiest short-term solution, feeds the school-to-prison cycle that is built primarily in urban schools. Instead, mentorship programs would go a long way toward directing urban students toward higher academic engagement and graduation rates. Many colleges have implemented mentorship programs for at-risk students, like first-generation college students, so why can’t K-12 schools do the same?

With budget cuts a perennial complaint, though, more money for K-12 mentorship initiatives is unlikely. The bottom line is that urban students need more individual attention in order for their academic outlooks to improve. Technology has the potential to reach a wider number of students but the human connection is what will have a lasting positive impact on urban students.

Better teacher prep for urban students

In my book The Call to Teach: An Introduction to Teaching I explore the “real world” of teaching, particularly how new educators are ill-prepared to face the challenges of teaching in urban settings. Traditional university programs for K-12 educators do not adequately prepare students for what awaits them in the urban schools of America where the achievement gap and dropout rates are highest.

In the face of these obstacles, strong teaching in America’s urban schools is the key to overcoming dropout and achievement gap issues. Recruiting teachers with urban backgrounds—and then rewarding them is one strategy.  In addition, urban student teachers should be required to spend at least a few hours in an urban classroom, in addition to their other teaching assignments.

Seeing urban challenges firsthand must be part of every educator’s path to a degree, even if he or she never teaches full time in such a classroom.  With the right guidance, urban K-12 students can rise above their circumstances to be stand-outs in academics. They may even return the favor as teachers themselves one day. For urban teachers, and therefore students, to succeed they need more support and encouragement from their industry, government and society as a whole.

Ask An Expert: A Change in K-12 Teaching Education

Question: For 22 years I have been a elementary school principal in Minnesota. With each passing year I notice that our students are changing, as they gain more and more access to information prior to starting school. However, the teachers that we employ seem to be evolving at a slower pace. What can be done to better train our teachers? Lilith P.

Answer: Modern classrooms are full of sophisticated youngsters that show up with a detailed view of the world formed from more than home life experiences. Instant access to knowledge from the age a child can press a touchscreen on a Smartphone and widespread socialization from as young as six weeks old in the form of childcare atmospheres mean that kids arrive at Kindergarten with less naivety than previous generations. Teachers are not handed a clean slate but rather one that is already cluttered with random knowledge that must be fostered or remediated.

It stands to reason that if students are changing, teachers need to change too. More specifically, the education that teachers receive needs to be modified to meet the modern needs of K – 12 classrooms. There are policy and practice changes taking place all over the world – many driven by teachers – that address the cultural shifts in the classroom. Some that show a lot of promise include:

• Subject-specific recruiting by colleges and universities. The book Teaching 2030, written by 13 experts in K-12 classroom pedagogy, calls for education schools to stop letting in any and every education major in the broad sense of the subject area. Instead, the experts suggest that colleges become more selective to meet the demand of actual student need. Young people that are interested in teaching high-demand subject areas like mathematics, bilingual education, physical science and special education should be viewed as more valuable to institutions of higher learning. This needs-based philosophy addresses actual voids in the industry and better equips schools to meet students’ needs.

• Virtual learning options. Though colleges often get all of the attention when it comes to online learning programs, K-12 education is also shifting more toward distance learning options. During the 2010-2011 school year, 1.8 million students in grades K-12 were enrolled in some type of distance learning program. That is up from just 50,000 in the 2000-2001 school year, according to the International Association for K-12 Online Learning. This is a trend that teachers-to-be simply cannot ignore. Virtual learning is not reserved for only those that can afford it; 40 U.S. states have state-run online programs and 30 of those states provide statewide, full-time K-12 schools. The University of Central Florida is one of the only schools to offer a virtual-school emphasis for education majors that lets students apprentice with Florida Virtual School instructors.

• Continued classroom learning for administrators. Since the people at the top are generally the decision-makers, they should be required to return to the field every now and then. On the other hand, the teachers that are actually in the student trenches should be empowered to help change educational policy based on the reality of the modern classroom. The Center for Quality Teaching supports a “teacherpreneur” program that would “blur the lines… between those who teach… and those who lead.” Actionable strides toward closing the public education gap between teachers and administrators are necessary for real, effective change to take place in K-12 classrooms.

Public education in America needs teachers that are better trained to meet the needs of specific student populations, those that understand the necessary role of distance learning, and those that are willing to speak up to facilitate classroom change. Without these teachers, effective reform to meet global demand is not possible.

 

 

6 Ways to Reform Teacher Education

Universities are not doing enough to find these qualified future educators and then place them on specific tracks for career success at urban schools. There needs to be greater customization when it comes to college learning for future educators who understand firsthand the challenges that urban students face – and then job placement programs need to be built around the same concept.

Require urban student teaching. All educators-in-training should spend at least a few hours in an urban classroom, in addition to their other teaching assignments. Seeing urban challenges firsthand must be part of every educator’s path to a degree, even if he or she never teaches full time in such a classroom. I believe this would not only raise awareness of issues that tend to plague urban schools (like overcrowding and the impact of poverty on student performance) but may also inspire future teachers to want to teach in those settings. College programs must expose teacher-students to real-world urban settings in order to make progress past the social and academic issues that bring urban K-12 students down.

At the very least, the funding and attention should be evenly split. In almost every case, failing urban students and schools should never be blamed on the teacher. There is too much pressure to perform and that leads to many urban teachers leaving their posts after the first year, or not even looking for those jobs in the first place.

4 Ways to Find (and Keep) the Best Teachers

When it comes to school reform, we often think of getting rid of bad teachers. However, an issue that is possibly more pressing is hiring, training the best teachers. School districts continuously engage in the complementary processes of recruiting and retaining teachers. The strain on school budgets impacts the ability of school districts to hire and sometimes to retain high quality teachers. There are steps that every school and district can take, however, to strengthen its staff no matter what the financial situation. We will soon discuss a few ways to do this, but first, let’s look at why teachers leave their profession.

Why do teachers give up?

The highest proportion of new teachers in any given year is female, with White women accounting for higher numbers than women in ethnic minority groups. There is evidence, however, that in the early 1990s the number of new minority educators increased. No matter what their gender or ethnicity, teachers show a similar trend in high turnover and drop-out rates, both in their early years of teaching and when nearing retirement, producing a pattern related to age or experience.

Higher attrition rates have been noted in Whites and females in the fields of science and mathematics, and in those who have higher measured academic ability. Location of teaching position also impacts mobility and attrition rates. Most studies show that suburban and rural school districts have lower attrition rates than urban districts. Public schools, on average, actually have higher teacher retention rates than private schools.

Teachers are looking for increased salaries, greater rewards, and improved working conditions. Educators tend to transfer to teaching or even non-teaching positions that meet desired criteria. These findings suggest teacher recruitment and retention is dependent on the desirability of the teaching profession in relation to other opportunities. The inherent appeal of teaching depends on “total compensation” which compares the total reward from teaching, both extrinsic and intrinsic, with possible rewards determined through other activities.

Schools with high percentages of minority students and urban schools are harder to staff, and teachers tend to leave these schools when more attractive opportunities become available. Certain factors, which can apparently be influenced by policy change, may affect individuals’ decisions to enter teaching, as well as teachers’ decisions to transfer within or leave the profession.

Now, with all that explained, let’s look at four ways to find and keep the best teachers in schools in an era when teacher turnover is high:

  1. Pay more, and pay ethically. This is pretty simple. Not surprisingly, higher salaries are associated with lower teacher attrition, while dissatisfaction with salary is associated with higher attrition and a waning commitment to teaching.

The traditional system, whereby teachers are paid based solely on their years of experience and level of education, has caused many critics to claim that it does not promote good teaching, or is not as fair as other systems that pay based on performance, ability in certain skills, or willingness to teach in areas of high need. On the other hand, proponents of the traditional system argue that teachers’ experience and education are crucial indicators of their performance, and that because of its open and fair assessment it is the only logical choice. To reach an optimum balance, educators and policymakers have created numerous methods for revising how teachers are compensated, each seeking to adjust teacher incentives differently.

As the scientific evidence on these methods’ effectiveness is extremely limited, it is difficult to choose among them. Historically, implementing any pay reform, let alone directing a critical study of one, has been a demanding issue. A number of ambitious and interesting reforms have folded, often within a few years, under opposing political pressure or from fiscal restrictions. Attempts to study the few surviving reforms have yielded little usable data to date.

  1. Create a support system for new teachers. Lower turnover rates among beginning teachers are found in schools with induction and mentoring programs, and particularly those related to collegial support. Teachers given greater autonomy and administrative support show lower rates of attrition and migration. Aside from higher salaries, better working conditions and intrinsic rewards are the most important factors for teachers.
  2. Recruit teacher candidates from alternative teacher education programs as well as traditional teacher training programs. Literature on the influence of preservice policies on teacher recruitment and retention are limited, however there are two important points that should command attention of school districts. One of the recommendations of the National Commission on Teaching and America’s Future in its report, What Matters Most: Teaching for America’s Future was that teachers be licensed based on demonstration of knowledge and skills.

This edict led states and teacher education programs to require teachers to pass a battery of tests before they exited teacher education programs and/or before they were licensed by states. These actions resulted in a reduction of the number of minority students entering and completing teacher education programs. Therefore school districts seeking more diverse teaching staffs will see a limited number of minority candidates available for recruitment.

A second pre-service teacher policy districts should look at is the difference between candidates completing traditional teacher education programs and those completing alternative route programs. Teacher candidates completing alternative route teacher education programs tend to be older and more diverse. Further, they tend to have higher retention rates than candidates completing traditional programs. Recruiting teacher candidates from these programs could address both the needs for more diverse teaching staffs and the desire to retain good teachers.

  1. Districts: pay attention to what teachers want.

Districts wanting to retain their best teachers should strongly consider what matters to teachers who remain in their teaching positions. Mentoring and induction programs tend to matter to in-service teaches, as does class size, autonomy, and administrative support. It is also interesting to note that state accountability practices also impact teachers’ decisions to remain in their positions.

Financial circumstances notwithstanding, districts have control over some of these issues. They should consider publicizing situations favorable to in-service teachers, as a tool for both recruitment and retention. As districts develop their reform agenda, they should put at the forefront a vision for the type of teaching force needed to support their plans for reform, and use empirical studies as a guide to recruit and retain teachers.

4 States that Want to Change How Much Teachers Are Paid

The amount teachers are paid has been the subject of some controversy. Yet with U.S. teachers spending more time in the classroom than other teachers worldwide, most teachers know that the money is hard-earned.

Indeed, despite the long hours, teachers in American aren’t compensated well, explains OECD director of education and skills Andreas Schleicher. The pay, compared to other countries, is competitive in the US; however, it lags behind that of other American workers with college educations.

The OECD report shows American teachers see smaller salary increases than their foreign counterparts; in the most recent year surveyed, the average teacher with 15 years of experience saw a salary increase of 32.6 percent. The US average was just 26.6 percent.

Because of this, it is not surprising that there are efforts around the country meant to change how much teachers earn. Let’s look at four states that have tried to reform teachers’ paychecks.

  1. Florida: Florida lawmaker Senator Darren Soto introduced a bill that would raise the minimum salary for teachers to $50,000 a year.

The Florida Teacher Fair Pay Act, or Senate Bill 280, calls for the Legislature to fund the Florida Education Finance Program in a manner that guarantees the $50,000 minimum starting salary for teachers with union representation.

In addition, the bill would prevent school districts from setting their own lower salary, and would leave base pay negotiation with teachers unions to be decided upon by each individual district. Teachers’ salaries would also require adjustment each year after based on inflation from the year prior.

Soto hopes to help teachers after hearing from many who are threatening to walk away from their careers in the Sunshine State unless something changes. He believes that the minimum starting salary for teachers will help.

A study obtained last month ranked Florida’s Orange County teachers as some of the lowest-paid in the country. The starting salary in Orange County is around $38,000.

“Even if we don’t get to the $50,000 mark, this is part of a larger debate of getting teacher salaries up from where they are now,” said Soto.

  1. North Carolina: According to the National Education Association’s ranking from 2012-2013, the average North Carolina teacher salary is around $46,000, 46th in the U.S. The nation’s average salary is over $55,000.

Events were held earlier this week in Asheville, Waynesville and Black Mountain to emphasize the push for higher pay for the states teachers.

North Carolina lawmakers are discussing a pay raise for teachers, but the proposals vary and if approved, will result in some changes for teachers beyond just an increase in their paycheck. The A.N.C. Senate proposal states that teacher’s assistants would be cut, yet tenure would remain. The House version would keep teachers assistants, but give the teachers a smaller raise.

Gerrick Brenner of Progress North Carolina, one of the groups involved in the Aim Higher Now petition says advocates aren’t seeking the pay raise in a single year, but instead over the next four or five years.

Parent Misty Miller attended the event on Monday. She says, “I came out today to support our teachers. I would like to see our teachers be treated as professionals.”

  1. Colorado: Not all proposed solutions seem to work for the benefit of the teachers. For example, leaders from the teacher’s union asked the Colorado Department of Education to review an evaluation system, also called CITE, that ties teacher pay raises to evaluations conducted by school principals. The teacher evaluation plan designed by the Douglas County School District in Colorado was found to comply with state law, according to the state’s Department of Education.

Under the educator effectiveness law, SB 191, school districts were granted the option of creating their own teacher evaluation system as long as it adheres to state guidelines. This was the first state review of a teacher evaluation system developed by a school district.

The review that approved the system did find that the district may not have effectively communicated to teachers information about other district-initiated reviews that occur when an initial review seems to be an outlier. The state suggested including that information in the evaluation guide and on the website to ensure the teachers are well informed.

It’s essential to find a measuring system to ensure that these individualized ways of evaluating teachers doesn’t harm the school quality and penalize teachers.

  1. Ohio: In another effort that may not be entirely beneficial to teachers, the Reynoldsburg school board in Ohio wants to change the way the district pays its teachers through eliminations of scheduled raises and the health insurance plan.

Instead teachers would receive increases in pay based on the ratings they receive in the state’s new evaluation system.  If their schools perform well on state report cards and they perform work above and beyond classroom duties, they would also be eligible for bonuses.  The district would provide the teachers with an undisclosed amount of money to buy their own insurance instead of being offered health-insurance coverage.

The school wants to revere good teaching by paying higher salaries and distributing bonuses to teachers. If teachers don’t attain a rating of excellence, the goal is to encourage rapid improvement.

The state’s new teacher-evaluation system would put the highest rating teachers up for a 4 percent raise, skilled teachers would get a 2 percent raise and developing teachers would earn a 1 percent raise. Teachers in the lowest category would not receive an increase in pay.

In addition, teachers who work in schools with a composite grade of an A on the state report card would receive a bonus of $500, and those in schools with a B would receive $250.

The school board’s plan would also allow teachers to apply for a $30,000 “fellowship award” if the performance of their students exceeds expectations and the teacher has taken on additional district responsibilities rendered high in value.

The current teachers’ pact expires July 31.

I like that Reynoldsburg wants to reward its teachers with solid pay increases and eligibility for bonuses. However, I do fear that some high quality, hardworking teachers may receive low evaluations despite their dedication.

Respect for teachers is an important metric for the strength of a school system on a national scale. Paying our teachers well is one way to demonstrate respect for teachers and their profession.
